0.75n+1.75 ≤ 20 because you have to have the number of additional miles with the cost of $0.75 per mile but then you have to add the original first mile with a cost of $1.75. It has to be less than or equal to because you only have $20 to spend you can't spend more than that you have to spend that amount or less.
