Because election results are often seen as indicators of public opinion, a victorious candidate may claim to have a  MANDATE from voters

In democratic countries, election is being done in order to chose a leader to REPRESENT the majority of people.
With this logic, many winning candidates assume that the more votes you get, the more people choose you as a representative, which is very similar to them giving you a mandate
